Kelly spoke as several people gathered at the Statehouse on Monday, where she also signed a proclamation.
"Kansas has an incredibly rich history with having come into the union as a free state, having the Underground Railroad be very actively engaged here, Brown v. Board," Kelly told reporters afterward. "There's so much that has happened in Kansas related to Black history. I think it's important that particularly Kansas celebrates it — celebrates it loud and clear and often."
