The pricey plan might not satisfy locals who want more prosecutions and hope for more police on local streets to protect residents overall.

Mayor Quinton Lucas is proposing an additional $1 million go toward increasing the presence of off-duty law enforcement in areas with higher crime rates.
These include entertainment districts such as 18th and Vine, Country Club Plaza, Westport, Downtown, Crossroads, River Market and Zona Rosa.
Lucas said hiring security officers to patrol at night and in the overnight hours when most of these crimes happen would be a big benefit.
The funds would be in addition to what is budgeted for the Kansas City Police Department.
"We will fully fund (KCPD's) salary request, we will fully fund their staffing, we're excited for them to have more officers, but we recognize in the interim, because it takes a while to get people trained up, we've got to have an answer for our community," Lucas said. "And we will protect small businesses in Kansas City, and this is just one step in that regard."
