"Democrats in the Kansas Legislature are in a familiar position, occupying minorities in both the House and Senate where they lack political power to advance their own policy priorities or to stop Republican goals.
"Their position in the 2025 legislative session is more difficult than in recent years, as the GOP grew its supermajorities in the 2024 elections, giving them greater margins for enacting conservative legislation by overriding vetoes without Democratic support.
"Meanwhile, Democratic Gov. Laura Kelly is entering her penultimate year in office, limiting her political clout. House Speaker Dan Hawkins, R-Wichita, said the governor is a "lame duck."
"Republicans have had a mixed record on override attempts, as their slim supermajorities left little margin for dissent within the GOP. But with smaller Democratic minorities, Kelly's veto power may be less impactful, as Republicans have a greater ability to override."
