"With their backs against the wall in an "allocate-it-or-lose-it" situation, Jackson County legislators finally passed the plan 8-0 Thursday, with one legislator, Sean Smith, abstaining.

"Thursday's deal splits the ARPA funds into two pots, with half going to county infrastructure needs, and half going to underprivileged communities.

"As to the specific needs to be addressed by those funds, that's a discussion for next year.

"Without an allocation agreement, the county would have been forced to return that money to the federal government.

"This comes after months of contentious deliberation."

After a months-long standoff, two factions in the legislature finally agreed on how to spend federal COVID relief money - just days before it would have been sent back to the federal government.

The room broke out in applause. After three years on the table with a December 31 deadline looming, the Jackson County Legislature voted to adopt the ARPA ordinance, which now goes to County Executive Frank White for approval.
