Odds Against Kansas City DMV & Migrant 'Fountain Card' Distribution Scheme

Quick follow-up because we love stories without any good guy . . . 

Good old fashioned Missouri "gubmit" biz practices might prevent KCMO from freely distributing sketchy dox to the populace. 

It's not spelled out in the plan but remains very obvious that a Kansas City run DMV would make it easier to distribute sketchy "Fountain Cards" that are, like it or not, mostly used to help migrants establish some facsimile of local residency. 

Here's a peek at how statewide checks and balances interrupt local plans . . .

Kansas City can ask for a new DMV, but that decision will ultimately depend on a feasibility study performed by the Department of Revenue. A study would consider factors like population, how many other license offices are nearby and what kind of businesses are in the area.

And if the Department of Revenue ultimately decides to open another location in Kansas City, it’s not necessarily going to be city-run.

Kansas City would submit a bid to run the office, but so could other businesses in the area.
