The reporting is overly complicated but mostly boils down to a game of hot potato and rising costs for a district that operates in the red and hasn't quite lived up to expectations despite endless hype. 

Here's a quote we just liberated for taxpayers unwittingly supporting this drama on both ends . . .

Port KC on Monday approved two measures relating to Parcel 9, the riverfront's last big property without approved plans; it's now temporary gravel parking outside CPKC Stadium. The first measure formally rejected a proposal by the Parking Company of America (PCA) for what, as of this summer, was a five-level, 1,491-space garage split between public stadium parking and an adjacent future mixed-use project to be built by The Cordish Cos.

The second measure authorized Port KC to negotiate several big changes to its master development terms with the Current's KC WFC StadCo LLC. The planned changes include removing the port's obligation to provide 2,000 parking spaces for the team's 11,500-seat stadium. Rather, the Current would become responsible for building its parking during its coming phased construction. Port KC CEO Jon Stephens said Monday that the Current's parking needs remain "indeterminate."
