One of the issues Smith brought up was that the County Executive cannot enter into any contracts above $25,000 without a legislature vote.

“They actually signed a contract that obligated us to $24,000, plus three annual payments of $4,000 a piece,” Smith said. “There seems to have been, honestly, a bit of a cover-up, and when we asked about it they reduced the amount of the purchase order to be under $25,000, but the contract was already signed.”
