LOCAL BIZ WOULD RATHER OPERATE WITHOUT THE THREAT OF CRIME RATHER THAN EARN PAYOUTS FOR THEIR MISERY!!!
Moreover . . .
In the end, there's not enough cash in the world to redistribute wealth this way.
In the meantime we'll notice that even the newspaper seems skeptical . . .
