Tuesday morning, Jackson County legislators Sean Smith and Manny Abarca made a trip to the courthouse to see the mayhem for themselves. Dozens of Jackson County residents circled the courthouse, waiting for their turn inside.
“People are waiting in this line that are subject to criminal penalties if they don’t get their paperwork done and the only way they can get it done is show up here at 4 a.m. in miserable conditions,” Smith said.
People in line told KCTV5 they had been waiting at the front door since before 5 a.m. because it was the only option. Some were even visiting for the second and third time after being turned away days before.
