'Tell on me:' Armed Kansas City security guard allegedly raped woman who stole trash bin

He handcuffed her, put her in a "patrol vehicle" and told her there was a "punishment" for stealing, she told detectives. Authorities were working to extradite the 39-year-old to Kansas City after his arrest Wednesday in Miami, Florida.
