Odd trash system in Kansas City. Illegal to use a trash cans. The "no-tag" days isn't a bad thing but no one knows about it. The green waste collection was weeks prior to the falling of the leaves; pointless. The neighbor has some 20 bags of leaves sitting at the curb without a clue the bag will be sitting at the curb for months. Eventually the city will fine the neighbor.
