Here's a glimpse at yet another Kansas City urban core project that earned widespread political cheerleading yet FAILED to incorporate community participation.
A quick reminder about the goals of the project:
After struggling for more than 10 years, the Linwood Shopping Center, now being renovated, is creating jobs, removing blight and eliminating an East Side food desert. Established in 2016, the center’s Tax Increment Financing Plan enabled a $14.9 million renovation that will deliver in summer 2018 a 38,000-square-foot Sun Fresh Market with additional projects rehabbing existing retail spaces.
Accordingly . . .
THAT SOUNDS NICE KANSAS CITY INSIDERS REVEAL GROWING COMMUNITY COMPLAINTS REGARDING THE LINWOOD SHOPPING CENTER REHAB AND A LACK OF DIVERSITY IN THE CONSTRUCTION PROCESS!!!

A.L. Huber serves as the general contractor. Go take a look at a website about page touting their team and notice there's not a lot of diversity:
Complaints about minority participation are important because this is a relatively small project and we're seeing urban core push back over MBE/WBE numbers unfulfilled . . . Let's not forget that airport construction is still on the horizon and City Hall might have an even harder time fulfilling 30% participation goals they've touted but never come close to fulfilling.
More importantly than a head-count numbers game . . .
What we notice is that there was never a lot of community involvement or investment in this rehab effort. Instead, politicos were at the forefront to dump a grocery store in a defunct location, throw money at a problem and move on to the next crusade instead of study neighborhood needs that are far more complex than a discount low-rent foodie retailer.

ReplyDeleteYeah, the goals on the project were never going to come close to being fulfilled because it was passed by an emergency ordinance that negated the requirements. Same thing with the airport, it's the dirty way KC does business.

ReplyDeleteWithin a year of the remodel and Sun Fresh whites will slowly stop going to this grocery store. Within three years it will be all black. Within five it'll be out of business and vacant.

Black engineers, there's an oxymoronic statement. Most cannot operate a prophylactic correctly.
ReplyDeleteSimply to understand the issue here. Whites and Mexicans will work. Blacks still don't want to work. They want the $15 an hour but don't want to have to do anything to get it. Easier to bum cigs and blow away those who don't have them that are working.
