  2. Smoke and mirrors! Before too long property crimes won't even be investigated! After the chief disbands all investigations to the stations there won't be any time for your property crime to be looked at! He could get rid of NOVA that is not working and put the 100 officers back into the field to cut crime like it's supposed to be done!
