So, here's the artsy Kansas City deal with all of those Downtown flickering lights that a few of you have noticed.
It's "creative class" gimmick that probably represents tens of thousands of dollars in grant money

“Message Matters” is a site-specific light installation that transforms the Mid-America Arts Alliance and downtown Kansas City into a message of love. The work features 100 lights installed in 8 key window locations throughout downtown Kansas City. These simple lights fade in and out sending a singular Morse code message. The message being sent by the lights is “Luv U”. Mid-America Arts Alliance at 2018 Baltimore Avenue is the center of the installation serving with Jamie Burmeister as the facilitator of the project. Kansas City, Missouri, City Hall, 414 E. 12th Street
Kansas City, Missouri, Public Library-Central Branch, 14 W. 10th Street

The intent of “Message Matters” is to send a positive message of love throughout downtown Kansas City.
