Yes, it is RACIST policy. But, then we're talking about a group that insisted on creating their own specific Jewish Kosher BBQ Festival!!
If you'd raise eyebrows and set off protests by holding a Fundamentalist Christian Film Festival, or other such group, because it's exclusionary and discriminatory by design, then it's wrong to hold a Jewish Film Festival.

Most of them have been very pampered, and a typical black buck couldn't begin to afford their lifestyles. Most of the mudsharks I see are large, white, trailer-park types.
