In Kansas City we have "common" flooding spots that are really just a sign of old and busted water and sewer infrastructure.
Example:

All around town this morning a great many local corners and curbs are underwater and it really hasn't rained much.
Will Kansas City simply report Spring Showers as a weather anomaly or realize that Mayor Sly and City Council have been too busy pushing pet projects rather than fulfill promises on deferred maintenance???

If we had a 1,000 room hotel full three nights a year with each tourist spending $1,000 per day in restaraunts that would solve the flooding problem.
