Here's some background on "Blunt Wraps" from the world's most accurate encyclopedia.
"Individually packaged Blunt leafs have been available for many years. These are tobacco leaves that because of their nature and appearance are used to roll a cigar in one continuous sheet (thus the name Blunt is used). The United States Tobacco Taxation Board has classified all individual cigar wrappers as "Blunts" and taxes them as roll-your-own tobacco. Many US States classify Blunt Wraps as tobacco and a license is required to sell them and collect tax. Canada defines a Blunt Wrap as "a sheet or tube made of tobacco used to roll cigarette tobacco in - similar to rolling paper". Use of these single continuous sheets is closer to the original Blunts of the 19th century since it is not a spiral wrap."
Now, the latest from Kansas City's "Nanny State" and mostly useless City Council.
THERE IS A CITY COUNCIL EFFORT TO OVER-REGULATE "BLUNT WRAPS" FROM KANSAS CITY'S WORST CONVENIENCE STORES!!!
Take a look at ordinance: 120818
Here's the ordinance language:
WHEREAS, the Council finds that blunt wraps are primarily used for the consumption of illegal drugs; and
WHEREAS, the Council finds that access to blunt wraps by minors contributes to their use of illegal drugs, including marijuana and synthetic drugs; and
WHEREAS, the Council desires to restrict access by minors to blunt wraps by prohibiting self-service sales of blunt wraps; and
WHEREAS, the Council of the City of Kansas City has determined that it is in the public interest, safety and welfare of the City of Kansas City to amend Chapter 50, Code of Ordinances, to prohibit customer access to blunt wraps prior to their sale to reduce the use by minors of illegal drugs; NOW, THEREFORE,

So . . .
KANSAS CITY IS NOW PUSHING MORE REGULATIONS TOBACCO PRODUCTS BECAUSE OF THEIR DRUG CULTURE AFFILIATION!!!
I don't smoke so it's not a big deal to me . . . But this is a great example of City Council solving a problem that didn't really exist and taking part in the never ending drug war.
So, thugs will be forced to go back to hollowing out cheap cigars.
ReplyDeleteDidn't anybody tell this to City Council.
A lack of blunt wraps ain't gonna keep no one from smokin' that chron. This is specifically targeted at black people. White people tend to use both, but usually stick with traditional rolling papers or pipes.
ReplyDeleteRearanging the deck chairs on the Titanic. Memo to the city council - you have done more damage to this city than all the dopers combined.
ReplyDeleteJust to clarify, the city is NOT banning blunt wraps. They want to require that the wraps be stored behind the counter where an employee has to assist you in order to buy one. That way, minors can't just walk by a shelf and steal a package.
ReplyDeleteI'll bet most people who buy Blunt Wraps don't pay income tax.
ReplyDeleteThis could be labeled "Sales Tax Break For Tobacco Users," since they will still be available on the black market.
Even though it's a tiny fraction of the city's revenue stream, it seems like a waste of resources to enforce this.
Waste of City Resources? Your City Council at work/
ReplyDeleteLooks like I need to buy a razor and keep splitting a garcia vega green leaf or use the pressure break on the swishers. This is fucking stupid.
ReplyDeletetrust me, KCPD wont enforce this! This is just smoke and mirrors as usual. Just legalize the weed and get it over with!
ReplyDeleteretired narcotics cop
agreed.
ReplyDeleteWell, I am sure someday the historians will look back and see this as a decisive blow in the war against drugs. Now can we go back to reading about drunk cops getting sweetheart deals in court?
ReplyDelete@602 If you would have ever saw her out of uniform, you'd give her a break as well. But she goes both ways I hear?
ReplyDeleteWhereas I declare the Council of the City of Kansas City is full of some real ignorant people.
ReplyDeleteWhereas I desire they all walk down to the river jump in and see if any of them can swim all the way to the gulf.
