He could start by identifying all the parents of third graders and getting them to participate in their own children's development. We already spend many millions of dollars for teachers, agencies, not-for-profits, and individuals to provide education to children. Missing in action? Many of the parents. Why not try to fix what's broken instead of ignoring it and creating something new?
He won't. It's easier to roll out a big program, wash your hands of being interested in any actual results, and move on to the next bright shiny object. Streetcars and All Star Games anyone?
