A GREAT MANY TKC READERS ARE NOTING THAT RECENT MAYOR-ELECT HIRE GENARO RUIZ MIGHT HAVE SOME RESIDENCY PROBLEMS WORKING FOR KANSAS CITY IF HE LIVES IN BLUE SPRINGS WITH HIS WIFE, JACKSON COUNTY LEGISLATOR THERESA GARZA RUIZ!!!



City employees have to live in KCMO City Limits . . . This reg counts for the Mayor's Office as well . . . Right now, if Genaro resides with Theresa out in Blue Springs he doesn't meet those requirements.

Similarly, TKC TRUSTED EXPERTS note that Garza Ruiz has to stay within her District and only a tiny swath of land in Northeast would put her in KC Proper and within the bounds of her constituency. Maybe that's why Jackson County Redistricting has been a tad more contentious than in previous attempts.

Saucy TKC Readers have already wondered if they'll take up separate residences to pursue their high-flying career paths?!?!? That's kinda personal but, ultimately, this kind of speculation is the price of a POLITICAL POWER COUPLE in Kansas City.

  1. Requiring residency to work in a city would have to be unconstitutional. Where is America's Freedom if a city with an earnings tax can mandate residency to their employees. Congressman do not have to live in their districts and that is Federal law, so a person looking for employment should only have to be qualified for the duties of the job. Residency. what type of car you drive, or the color of your skin should not be pre-qualifiers for jobs. There seems to be no rules in Jackson County unless it is regarding Theresa Garza.
    Missouri State Law says you cannot hold office if you are a convict, but what do you no, the County seems to have one. And nothing is ever done about that issue, but Sanders and Waits will stop at nothing to keep Genaro from making a living.

    Jackson County is a Comedy Show, and the leadership is the punchline.

    So say what you will about them, but the residency requirement has been in the City Charter for a long long time.

  3. I think the bigger concern here is whether or not Sly knew about the residency requirement.

    The residency requirement has been around for a long long time and is well known to EVERYONE on City staff.

    If Sly did know about it, then Sly and his people should have had the foresight to address this prior to or concurrently with the appointment announcement.

    On the other hand, if Sly did not know about the residency requirement, Lord help us all. If Sly and his team missed something as fundamental and well known as a residency requirement, I hate to speculate as to what will happen when they have to deal with some of the more complicated City rules, regulations or issues, like trying to open a business in this town.

    Sly's team needs to put this fire out right away while it's still small.

  4. The rule about 'city residency' as a requirement of kansas city employement is flexible for those who are politically hooked-up. For example, Firefighters Union Boss Louie Wright has been able to get his cronies on the city clowncil to waive the rule for his prized EMS workers, recently merged and employed by the KCFD. However, those members in Fire Suppression employed by the KCFD still MUST be city residents or face termination. Maybe Ruiz kissed Wrights ring and is now under the protection of the "Dark King", allowing him to reside in Blue Springs and draw a KCMO Employees paycheck.

  7. A hot mess indeed! I like Genaro for this position. Didn't Donovan Mouton live in Leawood when he held that position for Mayor Barnes? I may be incorrect. I think it is absolutely appropriate for all city employees to be residents - and that includes EMS. they should have been given a window in which to make the move. Period. And to the first guy, Congressional candidates DO have to meet residency. Sheesh.

  8. Northeast is the Blue Springs of the Urban Core. You never go to either place unless you know someone who lives there, and they're both unbearably close to Independence.
