Mayor Funkhouser Vetoes Plaza Resolutions, Ordinance

This afternoon the Mayor sent the following veto message to the City Council:

“I have been very proud to serve as Kansas City’s Mayor. When I took the office and its oath, I took as well a responsibility to look out for the elements of our city that make it a special place to call home.

The Country Club Plaza is undeniably one of those elements. For so many, both residents and visitors, it is one of Kansas City’s most recognizable, important and historic neighborhoods. It also is an economic engine that supports so many of the neighborhoods around it.

During my time in office I have learned a great deal from Mayors across America. A lesson I learned from Mayor Joe Riley of Charleston, SC, is that decisions about city design are the most important a Mayor can make.

I fear that we are nearing a tipping point regarding the Country Club Plaza. To allow another, overly large modern office building to hulk over the north side of our Plaza could be a mistake of generational proportions. It is a city design mistake I must oppose with every power I have – including the power of the veto.

And, to be making this decision at the last minute to facilitate what is now being called a “spec” building seems short-sighted and smacks more of skillful politics than rational policy.

Therefore, I am vetoing Resolutions 110190 and 110193, along with Committee Substitute for Ordinance 110194, as amended. This will give this decision a little more time, a little more public debate and a little more consideration. It is the least I can do for the Plaza, this City and our future generations.”

  15. Save Our Plaza? It's not THEIR Plaza.

    This issue concerns a partial zoning change on the S.E. corner of 46th Terrace and Broadway, allowing the owner of the Plaza to replace a 4-story apartment building with a 7-story office building atop a parking garage. The new office building will not be as tall as many buildings around it.

    When opposition to the original design of the proposed office building surfaced, the Plaza’s owner scaled down the size of the building, moved its location out of the ‘bowl’ of the Plaza, and redesigned its motif to conform to the aesthetics and urban design guidelines of the Plaza.

    The proposed office building conforms to the Plaza Plan. It has been approved by city planners and traffic engineers, the American Institute of Architects in Kansas City, as well as the City Council.

    City planners and engineers, as well as outside engineers say this project will not create
    traffic or parking problems.

    The elitist wealthy condo owners who live next door in their 12 story condo building say they want to "save our plaza", but don't they really just want to save their view of it?

  26. What a tool! Funk is so mean spirited he had to do one last power grab. This isn't about caving into lawyers, it's about letting property owners development their land.

    Now a possible referendum looms with Aggie Fathouse inserting herself in the efforts. She can't stand that her parks spotlight is dimming and about to be snuffed out in just a few days. Her craven desire for publicity makes her stick herself into situations where she is neither needed nor wanted. She's a crazy loon who needs to shut up and just go away.

  27. you all are being led around by the nose. You think the Plaza is the ONLY place in KC that this law firm can build? Do you really think that there is no other space in KC that could compare to Overland Park if the Plaza is not an option? If you can't think beyond Option 1 and 2 as fed to you by the lawyers, then this town has no future. Funk made sense. We have lots of office space. We have lots of other land and interesting upscale addresses that can be cultivated. The Plaza is not the only spot to build.

  29. Funk is an imbecile. This anti-Highwoods mentality will hurt the Plaza. The drive is funded by some wealthy folks who live in Townsend Place who don't want their view obstructed, and they have gathered some misguided people to back them. The building FITS the Plaza Plan's bowl concept and anyone who says otherwise is misinformed. This isn't about a law firm's space, (which will probably end up in Kansas now), it's about Highwoods being able to build reasonably on their own property.

    KC can saw no to good jobs or they can kiss jobs goodbye. Those lawyers work and spend on the plaza and help keep the place going. The plaza will suffer if the law firm moves.

    Way to go, Funk. Your final Funk-Up. You couldn't just leave gracefully and with class. You had to be a moron. Did Gloria put you up to it?
