TKC EXCLUSIVE!!! DID KANSAS CITY MAYORAL CANDIDATE MIKE BURKE GO OVER-BUDGET WITH BIG TIME MOVIE PRODUCTION CONTRIBUTIONS?!?!



Remember that TKC really liked a recent video from The Mike Burke Campaign because it featured HD images and it was professionally produced.

Unfortunately, it looks like all of that glitz and glamor might have backfired on Mr. Burke in much the same way that Conrad Hilton probalby never dreamed that his fortune would ruin Paris Hilton.

THANKS TO KICKASS TKC TIPSTERS we are able to decipher a bit of Hollywood accounting go behind the scenes with Kansas City Mayoral race media production from the Burke Campaign.



Here is what we learned:

The campaign contribution limit for the mayor's race is $3,000. That includes direct AND in-kind contributions.

However, if you look at Burke's report filed yesterday, specifically at the "Contributions and Loans Received" portion, the last entry on the very last page is an in-kind contribution from Monkjack, LLP, a film production company in the amount of . . . wait for it . . . $13,500. Wow. Slightly more than the $3,000 limit.

The $13,500 in-kind contribution from a production house would cover a full-scale film shoot, which means this might have been Mr. Burke's TV commercials and maybe not Internet video at all. AN AWESOME TKC TIPSTER contends, "The problem appears to be that someone was a little too generous and ran afoul of ethics rules."

Still . . .

IN KANSAS CITY HAVING TOO MUCH CASH IS NEVER REALLY A PROBLEM!!!

Of all the candidates, I've been impressed with Mike Burke motion picture efforts more than any other . . . So we'll have to wait and see if this comes up for debate or maybe it's just part of a really good show for Kansas City voters.

Here is the response from Mayoral Candidate Mike Burke.

"I saw your comment on the in kind contribution for my campaign video. The video was shot and edited by award winning videographer Tony Ladish who is a volunteer for my campaign. He did it purely as a volunteer without compensation. He estimated the value of his time and services and it was erroneously listed as an in-kind contribution. In fact it should not have been listed at all. Missouri law specifically excludes from the definition of a contribution “services provided by individuals volunteering their time in support of or in opposition to a candidate.” The city ordinance uses the state’s definition of a contribution. I will file an amended report excluding this “in kind” contribution."

Makes sense. Question answered.

  2. It's probably just an error that can be fixed with a few strokes of a pen. Mike has used much of his own money. The report will be amended. Just wait and watch. At least we know the majority of Mike's money is local. You can't say the same about Jim Rowland. Check the list of Kansas donors and big construction donors. The P&L subsidy sink hole will be more common with Rowland. He will meet budget on the backs of taxpayers and stick us with making up the difference later. That's newsworthy!

    Yeah, that might cover a day or two of catering for the crew, but certainly not a "full-scale film shoot".

    In the interests of enlightening KICKASS and AWESOME TKC TIPSTERS here are KC campaign finance rules.

    First, Section 2-53 of the Municipal Code deals with MONETARY contributions.

    Second, it defines CONTRIBUTION per Missouri State Statutes (RSMO 130).

    Third, RSMO 130.011(11)(i)states "Contribution" does not include:

    a. Ordinary home hospitality or SERVICES PROVIDED WITHOUT COMPENSATION BY INDIVIDUALS VOLUNTEERING THEIR TIME IN SUPPORT OF OR IN OPPOSITION TO A CANDIDATE, COMMITTEE or ballot measure.

    How do you think Jeff Roe is getting paid?

    HE'S NOT!! HE'S A VOLUNTEER!!

    But don't cry for Jeff.

    He'll get paid on the front end by the generous support and contributions of one of his many front organizations and then again on the back side if Funky should happen to stumble around and fall into the hole of victory.

  10. Unlike our current mayor, Burke does things first class. He knows this is a marathon, not a sprint. He's saved rolling out his most impressive support for the coming weeks while others will run out of gas. Calm, steady-handed, and intelligent.

  11. You're right; having enough cash is never really a problem in KCMO except for public programs or other actual municipal functions. Then, oh poor us!
    But subsidies for insiders and funding for such things as a drunk trolley, hey no problem.
    Double the earnings tax and let the good times roll!

  15. An honest, straight-forward explanation. Didn't take offense in a Salin Palin-type way, simply explained the rule as he understood it and promised to fix it. Funkhouser would have not admitted to any kind of error and simply justified his position in stubbornness. Pretty consistent theme here.

  16. The point is that it appears completely legal under both state statutes and local ordinances to receive an in- kind contribution of this size so long as it was properly disclosed, which Burke did.
