Please don't call this a victory for any politico seeking re-election. Sewer repairs are coming, thanks mostly to the EPA and all of this town's disgusting wastewater spills.
Also, the $2.5 Billion worth of repairs is just about half of what this town needs and will happen over the next 25 years. So, don't hold your breath.
