A successful business defeated by minorities who can't seem to get together to do anything fun without bringing their guns and knives. Can they ever be civilized?

Why isn't the 18th & Vine district, developed, promoted, whatever, to offer folkes some other entertainment options? I have read and heard the arguments that the P&L district cater to the white community due to the dress code enforcement which has upset the minority community, so why not have the 18th & Vine district as the option?
