One Last Look at KC Budget Cuts



The budget mess if pretty much a done deal . . . Save for Mayor Funky's crybaby tactics.

The damage went as expected:

  • Curbside recycling now every other week.

  • 220 so-called "middle-managers" will be laid off and another 110 positions will be eliminated.

  • Mayor Funky's office loses 100k along with City Council members losing half of their car allowance.

    The Mayor was outvoted 12-1 and he's stirring rumors that he'll veto the budget which would undoubtedly lead to yet another override and would make him seem even more marginalized.

    Looking on the bright side . . . Unless Obama saves us with his "print more money!!! plan" the budget talks next year are going to be even more panicked, contentious and painful.

    2. What I find so curious is the number of people getting fired by Kansas City is almost exactly the same as the number of new ambulance workers that would be HIRED by the city when the take over MAST.

    5. The Philosophic difference between the Mayor and City Council –
      If you told a lie, you need to keep lying in order to justify yourself

      1)Why the Mayor and City council disagree with each other?
      Because they represent different interest groups. It can be indicated by that the whole council eliminated the taxpayers’ protector, while the mayor wants to keep it as an independent arm to scrutinize the taxpayers’ TIF dollars to be redirected to the developers.

      2) Why city council wants to eliminate the taxpayers’ protector-Development Finance Division?
      Because no one wants to get a gun to kill themselves. The Mayor is the only member who against abusing the taxpayers’ TIF dollars, while the current city council approve many TIF projects in their 1st or 2nd term. In their 2nd term, many extremely low-revenue TIF projects began to be revealed by the Development Finance Division. The council wants to eliminate the taxpayers’ protector not only to favor the developers, but also for themselves. Because when more and more troublesome TIF projects be discovered, which they approved a couple of years ago, they will not get re-elected in 2011. So, they eliminate the check and balance, and can do whatever they want to do to name the numbers and feasibility.

      3) Why we did not hear any single conflict between Kay Barns and their council-members?

      Many city council members currently serve their 2nd term. Before Funkhouser was elected, there was no conflict between Mayor Kay Barnes and her fellow council-members, because they all in favor of developers, and gave developers millions of taxpayers’dollars for TIF projects. Funk is always a critic of local government corruption and abusing of taxpayers’ money. And Kay Barnes also hates Funk.

      4) Why many citizens elected pro-developer council-member?
      In 2007, few folks understand TIF is a bad thing. When you read the council ordinances in 2007, there were many TIF projects approved by city council shortly before the 2007 election. So, they took advantage of public un-awareness to use taxpayers’ money to buy developers’ support to win 2007 election.

      5) Why I say council is lying to the public?
      They define “basic service” by themselves, they think Sports Stadium and Golf Courses are more basic services than public safety and fire, therefore gave sports and golf 2 million.

      They want to get federal stimulus dollars to fund projects. It was already allocated by federal and state government. If KCMO can get more stimulus money they want, any city in the US can get too. Thinking about the federal budget, you think it is possible ?

      6) The Gloria Soap
      The Gloria soap was created by certain council member under the direction of developers to drive out Funk. Funk and Gloria are not politicians; they can easily get trapped.

      7) Will many council members get re-elected in 2011?

      I do not know, but with more and more citizens aware of the terrible deals council-member made, which abuse billions of taxpayers’ money. It is harder and harder for them to tell they are working for the public interest. That is why they cut channel 2(cover committee meetings), city auditor’s office and development finance division. Every decision the city council made is documented, history will judge who was doing for the benefits of the public.

      1. When you can't get ONE person to agree with you, you are ineffective. Funkhouser is an auditor but ironically can't count to seven
      2. This council was the first to put in place some safeguards against TIF's - not perfect but better than anyone previous.
      3. You obviously didn't pay attention while Barnes was Mayor - both Jim Rowland and Becky Nace were booted off committees for disagreeing with Kay while Paul Danaher was so out there he didn't have any favor with the Mayor at all.
      4. We as a community in vast majority don't bother to vote in city elections. It isn't a conspiracy, it's apathy.
      5. Most of the stimulus funds, such as COPS funding grants have not yet been allocated. You're just wrong. As for KCPD, they're still getting more money than they did just two years ago and are funded at 29% of the general fund, where the charter only requires 20% funding.
      6. You are really going to bring up Gloria when people were finally forgetting her. If Funk isn't a politician, why did he hire Jeff Roe as an advisor? He's a politician, just a terrible one.
      7. Most, if not all that are up for re election will get re elected. Christ, they couldn't even successfully recall McFadden-Weaver. A better question to ask is when did an incumbent on the council get beat? Oh, and they didn't eliminate channel 2, they just cut out Funk's dog and pony shows and other useless dribble like "ask your councilwoman.

    10. Would love to find out who and how AIM4IDIOTS got put back in to the budget after Hermann, Circo, Skaggs, Ford, Johnson and Marcason indicated they'd vote NO on a budget with AIM4Peace in it.

    12. Aim4Peace got 3 months of funding and the idiot City Manger has gone to Jackson Cty to beg for COMBAT funds to keep it alive. Oh, he got the Youth Office back too, so no water for fountains again.

      And, Tony, you and the Funk will be so-o-o-o shocked when you learn that the PD gave themselves salary increases in spite of the rest of the city freezing wages. Their excuse? The state is planning to give employees increases, so why shouldn't they? Easy answer: the state isn't paying for the cops!

    13. The 220 "middle management" being laid off need to head straight to a lawyer. The ordinance change that allowed lay offs without considering seniority is unfair and will lead to the city choosing the oldest and best employees to get rid of. "Dead wood" they are calling them. "over 40" is the real target.

    14. Here we go.. more liberals running to their lawyers. I have to sit back and laugh at this joke of a city council. Funkhouser is doing his best to put some fiscal responsibility in this budget but city council continues with their cronyism. What business has a supervisor for every 3-4 people. What a waste of taxpayer money. And where does all the taxpayer money go to anyway. Up north the only basic service we get is trash pick up and recycling.... and now that will only happen twice a month. Bottom line: The people paying the most in city taxes are getting the least amount of service. what bullshit
