Spoiler Alert . . . Diverse communities see another aspect of racial disparity in so-called "Broken Windows" enforcement that often penalizes people for being poor and brown.
This is a debate we'll continue to have but demonstrates that Mayor Sly and the Chief of Police aren't bringing many new ideas to the table in the face of a tragic crime spike.

Self-hate among black politicos is alive and well. Black politicians believe because they are elected that their position and value in life exceeds that of their constituents. The competition among blacks - the haves versus the have nots - is significant. Black elite get a lot of courage when in positions of authority because they know poor Black people are too concerned about skin color ;more so than they are about holding Black politicians accountable for their degrading judgements against them. These same politicians change their tone around other, dominant ethnic groups. They are never confrontational or degrading to ethnic majorities.
ReplyDeleteTony, thank you for sharing this clip. It's an excellent example of my own experience in Kansas City. Having a Black Mayor and Black Police Chief, City Council people has served no specific, meaningful purpose other than poorer Blacks feel the need to have them. This is an important topic too because of the manner in which development and policing are carried out on the eastside; much of which is supported and enforced by Black elitist groups. Consequently, Whites are in denial (or indifferent) that the problem exists. This is such an important topic! It's one where low-level, poverty stricken residents tend to refer to these types of complaints as self-hate. Rather, these black on black interactions are both real and prevalent on the eastside. When the Police Chief declared a war on broken windows, he was basically declaring war on poor blacks. Truth is, we need protections from racist black people as much as we do from racist white people.
ReplyDeleteTwo theories seem to be broken here. The broken windows theory is clearly ineffective an unevenly applied to minirity groups. Second, the theory that black confitions will improve with black leadership. President Obama has held office for eight years straight, there's been no change in the ecobmic condition of most black people. In some situations, things have only worsened.
ReplyDelete7:52, it is not ineffective - ask New Yorkers whether their city is safer now than when the NYPD was more actively policed. Nor was it applied unevenly - it was used to corral lawbreakers of whatever race or ethnicity. Smaller crimes are still crimes, and people who commit them should be caught and punished.
ReplyDeleteThen why 8:11, did the stats they showed in the clip support a conclusion that 90% of the people charged with crimes under this theory were black people. When asked about public intoxication, the police denied that was illegal and refused to make any arrests. Its both illegal and unevenly applied from the example shown in the video.
ReplyDeleteTalk to inner city property owners about broken windows and the destruction of property. Look at the houses when the tenants move in and then look at the property after months of non-paying renters move out. Multiply that by the thousands and the property destruction and dollar loss is immense. All due to a disrespectful and lawless class of people.

ReplyDeleteNobody is saying dont police. The argument is fairness in applying policing strategies. Here, it's clearly used to target and charge people of color. Ever seen the lawlessness that happens on the Plaza? Certain establishments mandate their employees never to call the police unless specifically instructed to do so by management. So, they have their insular covenants as well. It'll never make the 6 o'clock news.
Delete8:17, blacks are the majority charged because they're the ones that are breaking the law! Sad to say that the predominant black culture condones a sense of lawlessness and entitlement that must be broken.
ReplyDeleteThe actual problem is that Broken Windows became solely a policing issue: If a window is broken, go arrest the guy who threw the rock. Or, find a reason to arrest everyone who you think could throw a rock. Or is old enough to throw a rock. Or might someday think about throwing a rock. Like with the workman who has only a hammer, everything looks like a nail.
ReplyDeleteBut, THAT DOES NOT FIX THE WINDOW! All it does is antagonize the citizens who are victimized by the police. It is interesting how many fatal confrontations with unarmed black men begin with police actions over trivialities: In Ferguson, it was JAYWALKING! In NY, a guy was selling single cigarettes. In Cleveland, a kid was playing with a toy gun in the park -- probably pretending to be a cop!
OVERPOLICING is not the same as effective policing. In fact, it is the opposite.
Punishing small crimes as well as large crimes is not overpolicing. It is policing. I'm reasonably sure that most of the public would agree that we want all the criminal laws enforced. That includes not only vandalism, but also roughing up shopkeepers, walking down the middle of the street in traffic and selling contrabands smokes.
ReplyDeleteis jaywalking illegal? is selling single cigarettes illegal? hmmmm. i think they are illegal. i think that those laws have been passed by duly elected representatives by the people. if you don't want to the laws enforced then change the fucking law and stop blaming those who are sword to enforce what politicians pass.
ReplyDeleteand nobody is getting arrested for thinking about throwing a rock. you have a huge problem with your failure to identify the difference between broken windows theory of policing and a zero tolerance theory of policing. they are not the same thing.
